This image shows the V-n diagram for the 1500 lb. case for a COZY MKIV in the Normal Category at 12,500 ft..
Again, this is pretty much identical to the 1500 lb. case at Sea Level, but Vb has decreased due to the changed gust lines with lower air density. But the same argument applies as in the 2050 lb. case - TAS is higher than IAS, so you're actually going faster, even though you have to INDICATE slower in rough air than you do at lower altitudes.
